Directions to this spot:

Take 95 North from Baltimore to Connecticut. Go most of the way through Connecticut, to Rt. 4. Take Rt. 4 Northwest to the exit for xx?. The ice is along the road cut on the exit ramp.

Most people top rope here. We were the only ones leading. Perhaps this is because the exit isn't too friendly.
